COMMUNITY DEVELOPMENT JOB CLASSIFICATION:
FULL-TIME TECHNET # 310 PAY GRADE 9 PAY GRADES LINK GENERAL PURPOSE Under the general supervision of the Chief Building Official, this employee performs technical duties to insure compliance with State adopted building codes, the City Construction and Development Standards and the Zoning Ordinance.
ESSENTIAL FUNCTIONS Inspects new commercial and residential structures and alterations of existing buildings for compliance with the State-adopted building codes Performs plan reviews for commercial and residential buildings for compliance with all State-adopted building codes, City Construction and Development Standards and City Zoning Ordinance Ability to accurately apply building codes Consults with architects, engineers, contractors, developers and other permit applicants to assist them in understanding the code requirements Explains applicable laws, codes, regulations, ordinances and policies Assists in recommending changes in codes, ordinances and regulations Responds to citizen and contractor complaints and questions Is a resource regarding building codes to City elected officials and appointed staff as needed Prepares permits to be issued Reviews site plans to verify proper setbacks, geotechnical and architectural requirements Conducts final inspections for commercial and residential construction Investigates procedures to discover flaws, defects and hazardous conditions Possess a working knowledge of current construction methods, materials, tools, equipment and life safety practices used in building construction in order to perform a combination of inspections involving building, mechanical, plumbing and electrical codes as needed Inspects damaged structures to determine if the structure is safe to occupy after fire, earthquake, wind, damage, etc.
; informs owners to correct unsafe conditions Inspects new businesses prior to permitting occupancy and current businesses prior to business license renewals Assists Engineering Division in final sidewalk, water meter and pressurized irrigation meter inspections Continues professional development through conferences, seminars, workshops, mentoring and other trainings in order to keep up to date on code and certification requirements Stays current on recent developments, industry literature and trends, sources of information and research techniques related to building code enforcement Sends correspondence to the property owners of violations of State adopted building codes, City Construction and Development Standards or City Zoning Ordinance.
Follows up with stop-work correspondence, ensuring appropriate action has been taken to correct the situation Gathers evidence and prepares reports on reported and observed code violations.
May be asked to testify at hearings or court cases related to violations of codes, laws or regulations Prepares and maintains records of all plans, inspections, correction notices, letters and reports prepared in connection with the Building Inspection Division Works with the public to answer basic code questions via face to face meetings, phone calls, email and other electronic formats Exhibits skills in written communications, modern office etiquette and practices, data entry, computer equipment and programs including Microsoft Office Performs multi-task operations with frequent interruptions.
Performs miscellaneous carpentry jobs.
Performs related duties as assigned Deals appropriately with people in situations that may, at times, become confrontational, stressful or uncomfortable Must be able to meet attendance and punctuality requirements for this position.
Must abide by all City policies and procedures.
Must work well with others and be a team player.
Applicants will be required to submit to a criminal background check and drug test.
POSITION QUALIFICATIONS Education and Experience Graduation from high school and two (2) years of experience in general construction or similar fields, and four (4) years of building inspection experience or any equivalent combination of education and experience Necessary Knowledge, Skills, and Abilities Working knowledge of building construction in all phases including framing, plumbing, mechanical and electrical Working knowledge of State adopted building code requirements; some knowledge of the Zoning Ordinance Skilled in making statistical computations Ability to establish and maintain effective working relationships with employees, contractors and the public Ability to communicate effectively, verbally and in writing Ability to read blueprints Ability to work in uncomfortable environments for extended periods of time Special Requirements Must be ICC Combination Residential Certified and a Combination Commercial Inspector and be licensed with the State of Utah Have a valid Utah Driver's License.

Estimated Salary: $20 to $28 per hour based on qualifications.
